Vehicle registration issues for recreational vehicles
Under the revised “Regulations on Motor Vehicle Registration,” which came into effect on October 1, 2008, clear provisions have been established regarding the registration of full-trailer vehicles. Article 8 of Chapter II of these Regulations stipulates: “When handling the registration of full-trailer vehicle combinations and semi-trailer vehicle combinations, the Vehicle Administration Office shall issue separate motor vehicle registration certificates, license plates, and driving permits for both the towing vehicle and the trailer.”
A towed recreational vehicle is also a type of trailer and, as such, may be legally registered with a motor vehicle registration certificate, license plates, and a driving permit. Article 56 of the Road Traffic Safety Law of the People’s Republic of China stipulates that when a motor vehicle tows a trailer, it must comply with the following requirements:
(1) Cargo vehicles, semi-trailer tractors, and tractors are permitted to tow only one trailer. The trailer’s lighting signals, braking system, coupling device, and safety protection devices shall comply with national standards.
(2) Small passenger vehicles may only tow recreational trailers or trailers with a gross vehicle mass of 700 kilograms or less; such trailers shall not carry passengers.
(3) The payload of a trailer towed by a cargo vehicle shall not exceed the cargo vehicle’s own payload capacity. Large and medium-sized passenger vehicles, low-speed cargo vehicles, three-wheeled vehicles, and other motor vehicles are prohibited from towing trailers.
Explanation of the new national standards GB/T 3730.1-2001 and GB/T 15089-2001.
With approval from the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China, two new national standards for vehicle classification—GB/T 3730.1‑2001 and GB/T 15089‑2001—were publicly released on July 3, 2001, and officially came into effect on March 1, 2002, replacing GB/T 3730.1‑1988 and GB/T 15089‑1994. GB/T 15089‑2001 is primarily intended for type‑approval and serves as the basis for determining the scope of application of various technical regulations governing type‑approval; GB/T 3730.1‑2001 is a general‑purpose classification system applicable to conceptual definitions, statistical analysis, license‑plate registration, insurance, government policies, and administrative management.
The two newly promulgated national standards, based on vehicle usage, introduce distinct categories for passenger cars and commercial vehicles. Notably, the classification of passenger cars has undergone substantial reform, resolving longstanding inconsistencies in management and categorization, thereby aligning with international standards. The issuance and implementation of these new classification standards at the time of China’s accession to the WTO are of great significance.Recreational vehicle
